Details

The Clam River Watershed consists of a long narrow strip of land that extends through the center of Burnett County and includes a portion of northeastern Polk County. It is approximately 132,392 acres in size and contains 218 miles of streams and rivers, 5,389 acres of lakes and 24,387 acres of wetlands. The watershed is dominated by forest (51%), grassland (19%) and wetlands (18%), and is ranked medium for nonpoint source issues affecting lakes.

Ecological Landscapes for Clam River Watershed

Ecological Landscapes

The Clam River Watershed lies in two Ecological Landscapes: the Forest Transition and the Northwest Sands. The Forest Transition Ecological Landscape lies along the northern border of Wisconsin's Tension Zone, through the central and western part of the state, and supports both northern forests and agricultural areas. The central portion of the Forest Transition lies primarily on a glacial till plain deposited by glaciation between 25,000 and 790,000 years ago. The eastern and western portions are on moraines of the Wisconsin glaciation. The growing season in this part of the state is long enough that agriculture is viable, although climatic conditions are not as favorable as in southern Wisconsin. Soils are diverse, ranging from sandy loam to loam or shallow silt loam, and from poorly drained to well drained. The historic vegetation of the Forest Transition was primarily northern hardwood forest. These northern hardwoods were dominated by sugar maple and hemlock, and contained some yellow birch, red pine and white pine. Currently, over 60% of this Ecological Landscape is non-forested. Forested areas consist primarily of northern hardwoods and aspen, with smaller amounts of oak and lowland hardwoods. The eastern portion of the Ecological Landscape differs from the rest of the area in that it remains primarily forested, and includes some ecologically significant areas. Throughout the Ecological Landscape, small areas of conifer swamp are found near the headwaters of streams, and associated with lakes in kettle depressions on moraines. Ground flora show characteristics of both northern and southern Wisconsin, as this Ecological Landscape lies along the Tension Zone. The Northwest Sands Ecological Landscape is a large glacial outwash system consisting of two major landforms: flat plains or terraces along glacial meltwater channels, and pitted or "collapsed" outwash plains containing kettle lakes. Soils are deep sands, low in organic material and nutrients. Historic vegetation at the time of the General Land Office survey was dominantly jack pine and scrub oak forest and barrens. White and red pine forests were also a sizable component of the Ecological Landscape. Numerous barrens occurred in the southwest half of the Ecological Landscape, and a few large barrens within the northeast half. Most of the trees in the barrens were jack pine, but oak savannas also occurred in the south central part of the Ecological Landscape. Current vegetation is a mix of forest, agriculture, and grassland with some wetlands in the river valleys. Pine, aspen-birch and oak equally (27% each) dominate the forested area of the Ecological Landscape. The maple-basswood, spruce-fir, and lowland hardwood forest type groups occupy small percentages of the Ecological Landscape. Within the open lands, there is a relatively large proportion of grassland and shrub land, a small but locally significant amount of emergent/wet meadow and open water, and very little row-crop agriculture.

Beaver Dam Lake Management District: Lmi-Library Lake Soutwest Stormwater Wetland: The Beaver Dam Lake Management District is sponsoring a project to construct a storm water wetland facility. The project will also divert storm water away from Library Lake and into the wetland facility to treat the storm water.

Special conditions: Litter shall be removed from the project property and the shoreline it borders. The wetland pond shall be operated and maintained for a minimum of 25 years in accordance with the operation and maintenance plan, which must be approved by the Department. A contract will specify these approved plans and be filed with the Register of Deeds.

The final deliverables include a summary report that includes final design updates; pre/post site photos; copies of signed operation and maintenance plans and contracts, and educational materials developed.

Big Doctor Lake Association: Lmi - Big Doctor Lake Alum Application: Big Doctor Lake Association is sponsoring an alum treatment project to reduce phosphorus loading from in-lake sediments to reduce algae blooms and remove the lake from the impaired waters list. Another grant will provide shoreland runoff reductions via Healthy Lakes & Rivers best practices.

Specific Project activities include: an alum treatment, water quality and in-lake sediment monitoring, and reporting.

The project deliverables include interim annual reports over 3 years and a final report documenting the alum treatment and monitoring results.

Specific project conditions: Lake Biologist will be provided with an electronic (pdf or word) copy of final report, photos, water quality data, all maps and other products from the project, and all GIS data.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.

Bone Lake Management District: Lmi-Bone Lake Comprehensive Plan Implementation: Bone Lake Management District will implement recommendations described in its comprehensive management plan including activities to reduce erosion; improve habitat and water quality; and expand lake protection/restoration marketing. Activities include: 1) design/build retention basins; 2) restore shorelines and integrate shoreline woody habitat; 3) implement residential diversion/infiltration best management practices (e.g. berms, rain gardens, rain barrels); 4) continue informational/educational outreach efforts, including implementing waterfront runoff marketing plan.

Shoreline restorations on properties using grant funds require a Department approved restrictive covenant permanently establishing the vegetative buffer on the parcel. Restorations will follow standards set forth in NR 191.24(3) unless mutually agreed to in writing with the regional lake coordinator before implementation occurs. Stormwater BMPs will have maintenance, operation, and protection plans specified in a ten-year contract for each site. The Department may perform site inspection and/or monitoring.

Project deliverables include: a report summarizing project activities describing accomplishments and challenges; final shoreline restoration plans/maps for grant funded implementation sites; pre/post photos of funded restorations; list of property owners and parcels committed to restrictive covenants or copies of signed covenants; educational materials developed.

Deer Lake Conservancy Inc: Res-Deer Lake Blakeman/Hill Wetland Restoration, 1998-99: The Deer Lake Conservancy, Inc. proposes to restore a one half acre wetland on an intermittent stream in a small (211 acres) watershed that has been indentified by previous LMPG studies as contributing high phosphorus concentrations to Deer Lake. The wetland is located on the north side of Deer Lake. The wetland will be excavated to remove approximately five feet of accumulated sediments. The purpose of the project will be to restore open water habitat in this wetland, eliminate potential nutrient loading from the existing sediments, create habitat for ducks and other aquatic birds, and provide room for stormwater detention and settling of sediments and nutrients.

The Deer Lake Conservancy must comply with all regulations, restrictions, etc. that may be imposed on this project as a result of the water regulatory permit or authorization issued by the depoartment for this project. Water qualiy monitoring will be conducted on this waterway during and after the resoration project. The Deer Lake Conservancy, Inc. will provide the Department of Natural Resources with electronic and paper copies of the results of this monitoring and a final summary report on this project.

Deer Lake Conservancy Inc: Lmi-Nearing The Goal: Deer Lake Watershed Phosphorus Reduction: Deer Lake Conservancy is sponsoring a project to design/build an iron/sand filter pond with pretreatment in a agriculture-dominated subwatershed (Watershed 1); continue the 2007 Direct Drainage best practices project to slow runoff and restore habitat; develop a land protection/conservation plan; promote community information and education. Watershed 1 pre-construction water quality data will be compared to post-construction data.

Burnett County Land Conservation Department: Lmi-Shoreland & Shallows Citizen Based Social Marketing Pilot: Burnett County Land & Water Conservation Department in partnership with UW-Extension, and Long and Des Moines Lakes property owners will design and implement a Community Based Social Marketing (CBSM) project. The purposes of the project are 1) to develop a CBSM strategy that will improve lake protection, particularly near-shore habitat and 2) to increase participation in the Shoreline Incentives Program. Multiple partners will collaborate on the following activities: literature review; focus group and survey design/implementation; pre- and post- structure mapping and shoreline assessments; marketing tool design/implementation; and project reporting. WiLMS modeling and paleoecological information will be analyzed for past, present, and future lake conditions. Because this is one of two CBSM pilots in the state, project leaders will continually share updates and results with local and statewide audiences.

Project deliverables include: a final CBSM case study report summarizing project methodology, implementation, and results; educational materials developed; media coverage; and monitoring/modeling results.

Polk County Lwrd: Ward Lake Water Quality & Biological Monitoring: The Polk County Land and Water Resources Department is completing a second appraisal study and report on Ward Lake. This project will compare results to the 2000 appraisal project.

Project activities include: water quality trend monitoring; phytoplankton and zooplankton community snapshots; macrophyte point-intercept monitoring and mapping; macroinvertebrate assessment; lake level and precipitation monitoring; and watershed mapping and WiLMS modeling. The project includes a general Information & Education component.

The final deliverables for this project will be a compilation of results from the various studies and a comprehensive report with specific management recommendations. Historic monitoring data, including Citizen Lake Monitoring Network information, must be included in the trends analyses.

Ward Lake Assoc: Do Meter: The Ward Lake Association will purchase a dissolved oxygen meter for use in their Citizen Lake Monitoring Network (CLMN) program.

Specific deliverables for this grant include: 1) A Final Project Report (paper and electronic copies) including description of meter and any accessories purchased; 2) A Financial Reimbursement Request for the purchase of a Dissolved Oxygen Meter; 3) Dissolved Oxygen profile readings taken with the new meter during lake monitoring of Ward Lake in 2011. These readings will be entered into the SWIMS database along with the normal CLMN data.

Special conditions for this project: The project sponsor shall immediately contact the DNR in the event of a new aquatic invasive species infestation.

Half Moon Lake (Hydrologic Unit Code 070500006) is a small, shallow eutrophic lake that formed as an oxbow of the Chippewa River. The lake is geographically located within the City of Eau Claire and the Lower Chippewa River Basin. The lake is highly eutrophic and exhibits excessive algae and aquatic macrophyte growth (Borman, 1990; Brakke, 1995; Konkel and Borman, 1996; James et. al., 2001, 2002).

The Wisconsin Department of Natural Resources (WDNR) developed a TMDL for phosphorus for Cedar Lake. The TMDL addresses the nutrient impacts and impairments which were identified on the Wisconsin 2002 303(d) list. The Lake is nutrient (phosphorus (P)) impaired as a result of agriculture, internal loading and local land use. Water quality in Cedar Lake is generally poor to very poor, falling into the eutrophic to hypereutrophic category. Summer algal blooms result in foul odors and an unsightly build-up of algae biomass on the shoreline. In addition, trophic conditions in the lake limit rooting depth for emergent vegetation used by the resident fish populations. As a result, these impairments impact the recreational/aesthetic value of the lake and stress sport fish populations.

Clam River WatershedWatershed History Note

The Ojibwa and the French fur traders were the principal inhabitants along this portion of the Clam River in the early nineteenth century. Swedish immigrants began settling in the area around what is now Siren in the 1880s. Many of them were members of the Evangelical Covenant Church. The first post office was built in 1895 about a mile west of its present location. The first postmaster was Charles F. Segerstrom, and the post office was in his home. His home was surrounded by lilacs, which were and still are quite abundant in this area. Segerstrom applied with the postal department for a name for the village, choosing "Syren", the Swedish word for "lilac." Presumably the postal department thought this was a misspelling because on the granted application they put down the spelling as "Siren." In 1912, the town center was moved nearer the Soo Line Railroad tracks which had been extended through the area to Duluth, Minnesota. The tracks were later removed but the trail was left behind for recreational purposes. It is now known as the Gandy Dancer Trail and is a popular route for hikers, bicyclists, and snowmobilers. On June 18, 2001, a tornado passed through Siren inflicting severe damage. 175 buildings were destroyed and many more damaged. Since then much of the town has been rebuilt with its architecture reflecting Siren's history.
